The 3rd Infantry Division’s 1st Brigade Combat Team has spent 35 of the last 60 months in Iraq patrolling in full battle rattle, helping restore essential services and escorting supply convoys.
Now they’re training for the same mission — with a twist — at home.

The 1st BCT’s soldiers also will learn how to use “the first ever nonlethal package that the Army has fielded,” 1st BCT commander Col. Roger Cloutier said, referring to crowd and traffic control equipment and nonlethal weapons designed to subdue unruly or dangerous individuals without killing them.“It’s a new modular package of nonlethal capabilities that they’re fielding. They’ve been using pieces of it in Iraq, but this is the first time that these modules were consolidated and this package fielded, and because of this mission we’re undertaking we were the first to get it.”
The package includes equipment to stand up a hasty road block; spike strips for slowing, stopping or controlling traffic; shields and batons; and, beanbag bullets.
“I was the first guy in the brigade to get Tasered,” said Cloutier, describing the experience as “your worst muscle cramp ever — times 10 throughout your whole body.
Whatever happened to the National Guard? I thought THEY were supposed to be our response to civil emergencies.
Oh, that's right, being from the same state, they might be a little squeamish about firing on their friends and neighbors, even using "nonlethal" weapons.
The so-called "Consequence Management Response Force", on the other hand, isn't as likely to get all sentimental when called upon to put down food riots by the homeless and unemployed during the coming economic meltdown.

We are suppose to have 20,000
troops by 2011. I've heard 4 brigades are home and deployed here now. So how many is in a brigade and how does this differ from just bringing the troops home? Troops have always gone to help out with disasters. How is this different?

The 3rd Infantry Division has one of the MOST SUCCESSFUL combat records of ANY U.S. Army division. It has paid a high price for this distinction, suffering more than 50,000 wartime casualties. Fifty-one members of the 3rd Infantry Division were awarded the Medal of Honor while serving the United States Army.

You are obviously better informed about military operations than I am.
I still have some reservations and questions about this current project.
I still prefer the National Guard for domestic operations, even for interstate problems. (Couldn't they be loaned to neighboring states if needed?)
I also have concerns about the deployment of nonlethal weapons for domestic military use.
As to it being misunderstood, I was not even aware that most people were even aware of the Consequence Management Response Force. I know I wasn't.
The agenda of the Conspiracy involves centralizing power by stages to the national, international/regional (North American Union), and ultimately to a supranational/global government.
As you point out, the average soldier is even more patriotic than most. However, I would hate to see them put in the position of being ordered to put down a "domestic terrorist" uprising defined by a commander-in-chief like Bush.

a local station announced, that the sheriff dept got a grant in from the federal government and now they could by the equipment they had been needing, and when the radio said the equipment they would be getting was...M16! I couldn't believe it. Now every officer will be armed with an assault rifle in his vehicle. I mean, come on now... This is a small town in the bootheel of Missouri. WTF?

Read the Army Times article, learn a little about how the National Guard works, look up where the 1BDE 3ID is normally stationed, then take a deep breath.
This report has been over sensationalized, blown far out of proportion and made to be entirely something that it is not.
It's actually probably a better way to do it than it's been done the last few years. "Beginning in October the US plans to send military to US for civilian operations" ...this is an exaggerated statement 1 BDE 3 ID has been stationed in GA, USA for as long as I can remember. So it's not that military units are being brought into the US for the sole purpose of policing the populous. Rather, the unit is back in the States on their dwell time between deployments and being trained to handle domestic problems such as Katrina. You should be comforted that they are being trained for this. In the past it has been a cluster**** trying to send federal troops into disaster areas. The fact of the matter is that the federal government has been using active duty troops to assist in disasters along with National Guard troops. Now there will be ~ 4-5k troops at any given time that will be better prepared to assist.
The assigning of the 1BDE to NORTHCOMM doesn't change any of the legal requirements for the use of the military stateside. There isn't some 4 Star just sitting around planning to take over the country. Assigning the brigade to NORTHCOMM gives it a clear chain of command for domestic operations and more importantly it increases the response and coordination time drastically. Now they will be integrated with the C&C assets of NORTHCOMM well before any disaster would require their use.
There isn't much difference in using the National Guard and using federal troops other than by using federal troops you aren't pulling guard troops off their jobs for weeks or months at a time with little to no notice.
Basically, the bottom line is this is a move to hopefully allow a better response in disaster situations that is it. Anyone who has been in the military can appreciate how difficult planning these recovery operations are, and they are made more difficult when there isn't clear divisions of responsibility and a clear chain of command.
Just to give you some perspective. Imagine if someone called into your work today and said that they needed to get all of your employees to work on project XYZ 3 states away by Thursday... it is a massive undertaking and impossibly difficult to plan for, so all you can do is train and establish standard operating procedures. Think of how hard this would be with even 50 employees, now multiply that by 100 and you have a brigade. The active units that have been sent before were not trained or prepared at all for this. They just got a call and told be here at 0800.
It's important to remember as well that the soldiers, marines and airmen are US citizens too, and the vast majority of them have an above average sense of devotion to the country...not the government. You'll find that 99% of them are uncomfortable if not completely object to domestic policing operations in any form.
Don't forget that Ron Paul received more money from the military than ANY candidate in primaries, and more than all the other Republicans combined. There are very few "neocons" in the military.
With all that being said, there is always the danger of the executive misusing the active military, and so long as there is an active military this will be the case. We need to guard against erosion of the legal precedent for the use of martial law as this is where the real danger lies.

...you are risking alienating many people with this sort of panic talk. I'm active duty military, and it is quite frankly insulting to read a lot of the posts that deal with these issues here. I'm no neo-con, and neither are the majority of my squadron mates. You don't need to remind me of my role, I understood it quite clearly when I volunteered to serve. Rest assured that I would be the first to publicly question any orders that involved "putting down domestic terrorists", or anything related to rounding up people and/or chucking them in camps. Please relax and channel your energy and anger in a more productive fashion....towards the administration (NOT the troops) and toward getting true Constitutional patriots elected to represent us.

While the current "Military Imperialism" is undoubtedly unconstitutional and a misuse of the military, there is a tremendous difference between starting the war in Iraq, and using the military on the American people.
Remember that right or wrong the American people (the 70%+ in-favor) let the war with Iraq happen. Now we know that we were misled by the Neocons, but even on the day after 9/11 the public wouldn't have stood for martial law. Even in small localized situation like Katrina there was outrage at the declaration of martial law.
