The revised bill

contain some tax cuts, which some Democrats do not like. There may be a few NO GOP voters considering voting yes now. Perhaps as a strategy - instead of only focussing on those that may switch from no to yes - one should also target some of those (perhaps Democrats) who voted yes on Monday, to vote No now.
One can cite the tax breaks and higher deficit to them, even though tax breaks is an issue we would like. It is all about strategy.
