This is nothing more than a standard litigation tactic. It is meaningless. Here is what happens: the plaintiff makes a request for admissions, the other side fails to respond, and according to the rules of civil procedure the stated facts are all auomatically admitted as a penalty for not responding. But this is NEVER, EVER enforced if the defendant makes event the slightest attempt to resist it.
In this case, Obama probably has not even made an appearance in the case and is going to fight the case initially on the grounds that the court lacks personal and subject matter jurisdiction.
I can assure you, this is a non-event. And if Devvy Kidd thinks otherwise, she needs to talk to a lawyer who knows what he is doing.
In strict legal terms
Lack of response equals consent. However, as sempiternal pointed out below, there are easy ways around this as long as all parties involved want to bend the rules (but then Berg would have to have some pretty obtuse motive to want to let the case move forward if it were already a slam dunk based on Obama's lack of response).

Obama forfeiting. Hillary seems the logical runner-up. Would the Dems have a big problem unifying yet again in time for the election? Would the absentee votes automatically go to Hillary or are they simply...lost. Would fringe elements in the black community riot? Would the Dems pull it together quick and increase the lead by winning back the disenfranchaised Hillary supporters? What do people want to see happen by Obama being disqualified? I have little doubt that the birth issue will come to nothing- but I guess nothing would surprise me anymore.

From what I understand, Obama's inaction is a de facto admission of guilt as viewed by the court system. It was not a direct admission but was indirect due to his defense not defending against the charge.
My guess, though, is that this default judgment against Obama will be lifted if he comes in with a response to the charges. Although, that still does not mean the result will be any different.

I've seen extensions granted in cases I've been involved in.
But, then again, it required agreement from opposing counsel.

It doesn't really matter what the attorney claims, if the judge does not agree. Wait until the judge makes a ruling. This is just the attorney claiming an "admission" because he did not receive a reply.
