He's just using it as an example.
The first time you hear it, it's shocking, but if you back it up a little before the quote, and watch it again, it's easier to understand what he means.

and I can't agree with your assessment. It sounds ominous and way too certain. Why would Powell state with such certitude that it a "crisis" will occur on the 21st or 22nd? If this were a general reference to a vague crisis then it wouldn't be such a fixed time frame.

If you listen to the phrasing of the question, Powell is asked if the newly elected president asks for his help the day after he is inaugurated, then what would he say.
Well, inauguration day is January 20th. The interviewer asks Powel, what would he do if asked for help on the 21st. So, in response, powel suggests that there will be an unknown crisis because of the shift in administration.
i mean, i don't know what he was saying. the way he worded that, sounded pretty alarming to me.
I think what Biden had to say at a private event was far more damning.

Actually, I saw the interview with Power, he didn't use those words. He said that the new president would have to be prepared to handle any crisis from day one. It was a very generalized statement.
