Two Fake Candidates - Vote your mind

A President Recommends legislation to Congress. Despite all of his power, the President cannot write bills. He can propose a bill, but a member of Congress must submit it for him.
So why would these two espouse to all of us their IDEAS that they would implement when they are President, but never submit a bill for these ideas as a Senator?
They could both get the ball rolling right now. But neither will take action. Lies are the only thing they know.
