Democrats Gave Paulson Authority?

First off, I am of the belief that Democrats and Republicans are merely different faces on the same sick head and that generally speaking they are fundamentally identical. They may have differences as it relates to managerial styles, but are both working from the same mission statement.
I am starting to hear from the distracted that the Democrats are responsible for giving HanK Paulson the absolute authority that he knows have because they are responsible for drafting the language in the Bail Out Bill which speaks to this authority.
I was under the impression that Paulson and others initially drafted the legislation which had this "authority" as one of the demands/clauses.
Can anyone help me out here?

on a long laundry list of evidence that the Democrats and Republicans work together when it comes to the fleecing of our freedoms and hard earned money.
Another thing I was wondering is if a lot of the Tarp legislation wording wasn't crafted by interests outside the halls of Congress and given to members to insert/promote etc....
I think I have read where a lot of legislation is actually developed by lobyist and handed directly to members who submit in their respective names.
I guess if Beans and Frank's comittee is responsible then he was just accomodating the Bush Administration/Paulson's originial proposal which gave him absolute power.

Yes, the original bill gave absolute authority, but apparently so did the redrafted Dem bill because Paulson has just changed the purpose and method of the bill entirely. Dems are an even worse opposition party than the Reps.
