The devil's in the details
I'm for this type of amendment, but I'd like to see the fine print. The article you linked says there are exceptions to the balanced budget like "during a time of war" -- is that a declared war, or any old time a President says "we're at war" (like the bogus "war on terror")? And would this provision encourage future Presidents to go to war to get around budget restrictions?
