Prime Minister Gordon Brown describes Israel's actions as "indefensible" as a UN compound in Gaza is attacked.
The United Nations secretary general, Ban Ki-moon, condemned the Israeli attack, where 700 Palestinians were sheltering.
The UN Relief and Works Agency was struck twice by Israeli fire, "a grave mistake" according to Israel's defence minister.
