California controller to suspend tax refunds, welfare checks, student grants
John Chiang announces that his office will suspend $3.7 billion in payments owed to Californians starting Feb. 1, because with no budget in place the state lacks sufficient cash to pay its bills.
Reporting from Sacramento -- The state will suspend tax refunds, welfare checks, student grants and other payments owed to Californians starting Feb. 1, Controller John Chiang announced Friday.
Chiang said he had no choice but to stop making some $3.7 billion in payments in the absence of action by the governor and lawmakers to close the state's nearly $42-billion budget deficit. More than half of those payments are tax refunds.
The controller said the suspended payments could be rolled into IOUs if California still lacks sufficient cash to pay its bills come March or April.
"It pains me to pull this trigger," Chiang said at a news conference in his office. "But it is an action that is critically necessary."
The payments to be frozen include nearly $2 billion in tax refunds; $300 million in cash grants for needy families and the elderly, blind and disabled; and $13 million in grants for college students.

The tax refunds are OWED to people legitimately. All $200 billion. It's not up to the government to say they no longer owe that money back to tax payers.
Whereas the other two things are kind of a diversion. Sure they should cut them out, but they should also cut back other things like immigrant health services before they renege on tax refunds.

Freezing tax refunds indeed. In one word .... SICK!! Remind me to see my accountant to make sure I'm not paying enough withholding to have a refund coming.
Also, if illegals do go home because they no longer are getting a handout .... that's what should've happened to start with .... and not just because we're having money troubles. Our own government has created our illegal immigrant problem. I don't necessarily blame illegal immigrants, I do blame our sick and corrupt government, and also our corrupt businesses who have lobbied and benefit from these practices.

Arnold Schwarzenegger said on Thursday the state "faces insolvency within weeks" and that he will put new policies on hold until there is a deal with lawmakers to close the budget gap, which will top $40 billion over the current and next fiscal year.
"It doesn't make any sense to talk about education, infrastructure, water, health care reform and all these things when we have this huge budget deficit," Schwarzenegger said in his annual state of the state speech.
The speech stood in sharp contrast to his previous state of the state addresses. It was short, blunt and focused on the urgent task of balancing the books of the most populous U.S. state and nation's biggest issuer of public debt.
In prior years he used the address to propose ambitious plans to overhaul the state government and to call on lawmakers to join him in rallying voter support for significant spending to improve and expand California's public works.
But now California faces a recession-driven decline in revenues pushing its current budget into a deep deficit and opening another massive shortfall in its next budget.
The housing slump's ripple effects have finally spread across California's economy and the mortgage market turmoil that put Wall Street on its heels is slashing into the state's revenues. California relies heavily on personal income taxes so its coffers swell in good times and run thin in lean times.
The Republican governor and Democrat-led legislature are at adds over how to fill the current year's budget shortfall and are poised for a struggle to balance the budget for the state's next fiscal year, which begins in July.

Everything I've heard from friends since I left is that I got out just in time. Unemployment is way up from what it was when I left a couple months ago and shops are closing all over the place.

The people on Welfare can now get off their arses and go find a job for once. Serves them right for sucking the system dry!!! The only ones I feel sorry for are the elderly and disabled. is there jobs to be had??? If there isn't then some people are bound to get hungry, and cold. Being that California has a large population of gangs, gangsters, etc....I would not want to be in California during this crisis. However if I did live in California, since they have such great year around weather, EVERYONE should be growing their own food. I hope some people are learning to do that.
