Which state national guards best prepared against federal looting?

In a dollar global reserve-currency meltdown, it seems obvious major cities like New York would have to resort to looting neighboring states to maintain order. Russia and China reached the top of the worlds biggest mass-murdering regimes by systemically starving their own resisting populations.

Which states could resist best?

Are there any statistics open-source for guardsmen, tanks, helicopters, aircraft, munitions, et?
