The 3rd amendment states:
" No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law. "
Who is 'the owner' of all the houses on military bases - the government, or the people of the United States ?
How does 'the owner' give consent ?
And that brings up another
And that brings up another point. Home owners are not truely owners. Most all Deeds today are not Fee Simple deeds, in which the owner is truely an owner.
Most deeds are not ownership, but give the priviledge of use of the property. In other words, they are lease agreements. Most all deeds, if you read them refer to the so called "owner" as a Tenent, The tenent has the priviledge of the use of the property, just as a renter has the same priviledge. The true owner of the property is the one that is collecting the annual rent.

But read the 3rd amendment
But read the 3rd amendment carefully. It does not prohibit soldiers being quartered in homes entirely, only during times of peace. Martial Law, which is Military Law, if declared, would not be a time of peace. So should Martial Law be declared, part of that delcaration could also be provisions for soldiers being quartered within homes, and it would be within compliance of 3rd amendment.

It says "nor in time of war
It says "nor in time of war except as prescribed by law." I am sure they have written it into the law somewhere, so has anyone found it yet?
Then again on closer examination martial law is not always during time of war. Also the war would have to be declared. So no it would not be in compliance with the 3rd amendment. Since they won't openly declare war on the people. Still I am sure it is written into the law somewhere but would be in violation of the 3rd.
