California lawmakers narrowly failed to pass a $40 billion budget on Sunday, casting doubt on Gov. Arnold Schwarzenegger's ability to prevent the nation's most populous state from sinking into the abyss.

Maybe they're waiting...
for their part of the stimulus money...appx 75 California towns/cities are to receive monies...amounting to billions of dollars.

For some reason? the state of Illinois also receives quite a bundle (over 100 cities and towns) while in some states only a couple cities on the list.
I live in California
and the tax hikes in that proposal would be BRUTAL.
It would absolutely KILL the California economy.

Another bit of evidence to show we are headed for civil conflict
I have repeatedly said that the only thing that allowed those in power to rig the economy against the average man in favor of government and the privileged few was the long term expanding economy; some of the greater pie, although a disproportionately smaller share, found its way into the hands of the average man allowing his standard of living to rise, thus cutting off the impetus for civil conflict.
But now that the pie is shrinking, and will for many decades to come, we can see that government and their friends are unwilling to shoulder their share of the shrinkage, instead opting to place the full burden on the average person. The laws that fleece us will increasingly come under scrutiny, but those in power will attempt to keep the plunder and control shell game rolling.
Just let it brew some more, and you will see some very interesting times, indeed.

No rising standard of living in recent times.
Only people with their heads in the sands can think we have a higher standard of living in this country now than 40 years ago. 40 years ago, the average family lived on one income and could save. Today's families struggle on two incomes and are in debt up to their eyeballs or higher. The only thing giving the illusion of a higher standard of living was debt and that has popped.

Calif. Budget Fix Stalls, Senate Adjourns
SACRAMENTO (AP) ―
The California Senate adjourned for the night, Sunday, leaving in doubt a $14.4 billion tax increase bill that is a key part of the state's effort to erase a $42 billion budget deficit.
Senate leader Darrell Steinberg angrily brought the session to a close after a Republican lawmaker complained that the package of spending cuts, tax hikes and borrowing designed to erase the deficit had been put together in secret.
Steinberg said the Senate would continue to meet daily until it
broke the deadlock. He said the Assembly was ready to approve the tax increases, but that Republicans weren't willing to supply the votes needed to approve the legislation in the Senate
The proposed tax hikes include an increase of 1 cent on the dollar in the state sales tax, a 12-cent-a-gallon hike in the gasoline tax and a boost in the vehicle licensing fee.
Taxpayers who owe money to the state at the end of 2009 would pay a one-time, 5 percent income tax surcharge.
