Does this site mean we are drafted? DOD

Someone sent me this from a friend in military. This is a department of defense Directive. Could someone please figure out if Obama has done this directive?

This directive applies to DoD personnel (civilian) that are employed (not "drafted"). From what I have read it appears to basically be a mandate that makes the DoD responisble for having a "Battlestations"/"General Quarters" sort of watchbill (I am a Navy man, so think in those terms, if you don't know what battlestations is think "Red Alert" on Star Trek :) ) in the event that DoD persons are needed in an emergency in places other than normal DoD facilities.
