CAFR (Comprehensive Annual Financial Report) do you comprehend what is going on here?
The CAFR or in some cases an AFR is "the" local governments true showing of wealth amassed over decades and a showing of real gross income generated annually.(Tax and "other")
What is given to the pubic for their consumption are selectively created budget reports showing primarily where tax income is collected and spent "for the year". The correct report that the taxpayers shoud be going over with a fine tooth comb is the CAFR, not Budget reports.
The CAFR shows the tax income AND all other income, investment, enterprise, etc. When digesting a CAFR, the gross income in most cases is two to three times what is shown on a "Budget" report for the same local government and only 1/3rd of the gross income is tax income. The other 2/3rds is investment and enterprise income. Make sure to look at the older CAFR reports, say 1999 and 2001.
I will give you a big tip here which is a hard one to pin down. Many local governments now fund their listed debt shown (which they promote) at the front door with their own investment assets through the back door (never and open mention). This gives them a long term guaranteed investment return as they build their standing investment power base.
This Forum Topic is for those that wish to look at a few CAFRs (over 136,000 produced by local governments each year now and growing) so that you can now see the scope and size of what your local governments have developed into.
When you start thinking of the composite totals now owned by local and federal government by investment, you will realize that "Government took it all over by investment" and government wealth and gross income is much greater than you ever could have imagined when you start qualifying what the forest has developed into.
I will tell you here that composite government's gross income now is greater than the entire populations gross income but then you would not believe this until you do the math. You were never intended to know this being that the silence is golden rule has been firmly in place for the last six decades creating a void in your comprehension DUE TO THE MONEY AND CONTROL INVOLVED.

Investment band wagon
I have known this for years ..I spoke against this practice here with no more than a snub...They use our money to gain long term investment for the Gov't entity...This is totally not the way a Gov't run budget is to be funded ...They are supposed to run year to year & call for tax increase if needed for the year...This used to keep spending in check, now look.They use what money should be in your investment portfolio....

Are CAFR's or AFR's done at every level of government? Would a local municipal council have one or is this done at the state level and above? Are they required to provide a copy of it if it is requested or is it considered an 'internal' document?

Yep I comprehend but nobody cares except a few of us. People can't seem to wrap their minds around it enough. I suggested we hold chip ins and take out ads on our local TV stations but people would rather talk about knocking on doors or attending the next central committee meeting where we have little power... because that has gotten us real far... Sigh.
I was even told people might riot if to many understand it to quickly so maybe we shouldn't... Yeah I was scratching my head on that one especially since it was from an otherwise very intelligent patriot...

This has been posted all over the internet for years. I have personally sent it to politicians and such and asked them about it for the last 10 years. Devvy Kidd and others have written about this and it even appears in the MSM every month...
My questions is...What makes you think anyone is going to give a damn about any of this?
No one seems to care that they are having to pay the STATE some sort of "income tax" while the state may have a few billion in their coffers, so what would make them even take notice of this fine article you have put forth?

to investigate cafr's first in our local areas (town/borough, school system) compare them with their corresponding budget report. This will tell us if taxes are necessary. Bring your neighbors up to speed. Then attend the next town meeting en-group and ask questions, demand answers.
