ARMY investing $6M in RIOT gear

Thought some of you might find this interesting-

"The U.S. Army is to invest $6 million in riot equipment, a fact that has furthered fears that troops will be used inside the U.S. in order to quell civil unrest resulting from the ongoing economic crisis."

"The request is titled '84-RIOT EQUIPMENT..."

Strange that they would use the number 84 ? Why 84 ?
I'm not generally much for conspiracy... but it is interesting to connect the dots-
