North Dakota has a budget surplus this year of $1.2 billion. North Dakota owns it's own bank and is able to create money through the magic of fractional reserve banking.

Cash starved states may want to consider this option.

My initial revulsion to the term 'fractional reserve banking', is tempered by the fact that this is a PUBLIC and not a PRIVATE bank.
I searched and could not find anything saying that North Dakota is actually printing their own money.
This leads me to believe that they are using FRNs.
Despite their apparent success, does this not leave the door open for the fed to step in and shut them down?
Since they have been in operation since the early twentieth century, apparently they know how to work it.
Perhaps because they do not coin their own money, this is what has allowed them to be successful?
Since this does not sound 'too good to be true' I am all for it.
Sidestep the federal reserve.
Beat them at their own game.
