Reporting from Washington -- The Pentagon said Thursday that it intends to spend $400 million to develop a giant dirigible that will float 65,000 feet above the Earth for 10 years, providing unblinking and intricate radar surveillance of the vehicles, planes and even people below.

Very old news

The big deal about the thing is that it's an experiment in unmanned systems platforms.

Stick lights on it in the daytime and you can't see it. Turn them off at night and you can't see it. Again, old news.

It's so slow that it leaves little air wake behind it (blimps move only about 20 MPH). But it does have a radar signature and an EMF signature.

But even at 65K feet it it hittable with a Phoenix missile, and it's a big target. So it's not invulnerable, just hard to see.

Just like every other blimp that has ever been built.

This isn't new...

Many years ago, I knew a man living in the FL Keys who, as a civilian, worked with the Navy on their "Fat Albert" program. Fat Albert is the name of a tethered blimp in the lower Keys...there are 3 of them actually...used back-in-the-day for spotting drug runners. The radar equipment, a computer room, large generator, air conditioning, etc., were all housed in the gondola beneath the large airship. My pal explained that they could see a man in an 8ft rowboat at over 200 miles!!...and this was back in the late 80s. I'm sure technology has improved since...like, helicopters and night vision that go faster than the drug planes.
