Pope Benedict said that distributing condoms could endanger public health and they increase the problem. Many scientist, France, Germany and the United Nations have criticized the Popes position.

The Pope is supposed to be a 'spiritual leader'.
Simply wearing a condom while having lots of random sex isn't going to make you a better person 'spiritually'.
Marriage and abstinence are much better than condoms in preventing disease if they are implemented properly and people follow through with it.
The reality is a lot of people are driven by instinct and in modern days we're not supposed to fight our instincts, but embrace them and get drugs to enhance it.
He's supposed to be coming from the background of a disciplined/life-long celibate. Sex (and the material world) shouldn't be the driving factor in life, but instead spiritual values and sacrifice.

I'm a researcher, working with HIV. Well, there is no such thing in life is 100% safe. But the pope comment is totally ridiculous. HIV is a fragile bug. If people just wash themselves after sex, it would reduce the rate of HIV infection. Circumcised male have a lower rate of HIV and other STD compare to un-circumcised male.
There was time when I accidentally got a few drop of concentrated HIV on my latex glove. By concentrated, I mean 7 log more concentrated than what would naturally found in a human. That is ten million time more than natural human fluid. Last time I check, I'm still HIV negative.

there are only two ways to contract HIV. its all about receptor sites -- which ones and where they are located. ram spells it out EXACTLY.

If you got 100% perfect skin, then yes you are not going to get infected. The reason that circumcised male have a lower HIV rate is because it need a moist environment to survive. the longer it survive, the higher probability a person get a microscopic cut. Underneath, there are cell with all of the required receptor and chemokine, which HIV can attach. People normally have microscopic cut all over their body. Don't play with fire.

Condoms aren't the answer. How much smaller is the AIDs virus compared to a sperm? A LOT smaller. And yet, as Bea said below; what they call condom users is parents. It is inevitable. It's better than nothing but still not reliable over time. If a sperm can get through, how much easier can the virus get through? So, the Pope has a point. You can't stop it with the condoms, you have to retrain the thinking of the men over there.

Editor of Rubber Chemistry and Technology, Dr. C. Michael Roland of the U.S. Naval Research Laboratory in Washington D.C., spoke about his research on “intrinsic flaws” in latex rubber condoms and surgical gloves (published in Rubber World, June, 1993).
Roland said that what I am about to relate is “common knowledge among good scientists who have no political agenda.”
Electron microscopy reveals the HIV virus to be about O.1 microns in size (a micron is a millionth of a metre). It is 60 times smaller than a syphilis bacterium, and 450 times smaller than a single human sperm.
The standard U.S. government leakage test (ASTM) will detect water leakage through holes only as small as 10 to 12 microns (most condoms sold in Canada are made in the U.S.A., but I’ll mention the Canadian test below).
Roland says in good tests based on these standards, 33% of all condoms tested allowed HIV-sized particles through, and that “spermicidal agents such as nonoxonol-9 may actually ease the passage.”
Roland’s paper shows electron microscopy photos of natural latex. You can see the natural holes, or intrinsic flaws. The “inherent defects in natural rubber range between 5 and 70 microns.”

But I have read that it was created in a lab to control the African population and introduced via Hepatitis B vaccines. Very science fictiony but real. Read "Emerging Viruses" by Leonard Horowitz.
