What exactly about the wording troubles you when it comes to the elementary and secondary students? I have kids that age as well and I'm curious.

I read the original version - which was scary (and, subsequently, seems to be the version that Alex Jones and the rest are freaking out about with all the "mandatory" language). The one that passed the House is pretty toothless. It basically says; "Hey, if you are a certain type of group or organization and you want to participate in this, we'll give you some money." Those groups are: a State education agency, a State Commission, a Territory, an Indian tribe, an institution of higher education, or a public or private nonprofit organization (including community-based organizations), a public or private elementary or secondary school, a local educational agency, or a consortia of such entities, where a consortia of two or more such entities may also include a for-profit organization. I seriously doubt a school board will approve a mandatory civic service program for a middle school just to get some grant money - and if a board does, then it'll be doing it with the blessing of the parents or it'll be fired pretty quickly. I see this as one of those "sound and fury signifying nothing" distractions that keep us talking about the little stuff instead of the bigger problems. Notice how this was picked up by the media at the same time that Geithner and Bernanke announced the multi-trillion in spending?

‘(1) PARTICIPANTS AGES 18 AND OLDER- The information collected and reported under this section for participants ages 18 and older shall include age, gender, race, ethnicity, annual income, employment status, disability status, veteran status, marital status, educational attainment, and household size, type, and income.

‘(2) PARTICIPANTS UNDER AGE 18- The information collected and reported under this section for participants under age 18 shall only include age, gender, race, ethnicity, and eligibility for free or reduced price lunch under the Richard B. Russell National School Lunch Act (42 U.S.C. 1751 et seq.).

‘(c) Public Availability- The information collected and reported under this section shall be available to the public.

‘(d) Confidentiality- The information collected and reported under this section shall not contain any personally identifiable information of any participant.
