An easy fix for the "return address" problem
Put the address of another POLITICIAN!!
For example, send the tea bag to their office in Washington and use the return address of another representative or Senator from your state. Or even better, use THEIR office address.
It just has to be 'a' return address, not 'your' return address.
At the least, it will be 'returned' to another politician who needs to get one anyway. At best, THAT politician will be harassed by police for 'sending' it.
If they are really vile bastards, put their wive's or children's names along with the return address and let the police harass their families. No one will get hurt, just inconvenienced. And maybe some spouses might put additional pressure to bare on their significant other politicians to shape up or resign.
Or just...
do as some are doing and cut off the bag. This avoids all "drama". If they do not get the correlation of the tag and string sans bag, it only reinforces the already widely held belief that they should not be there in the first place...or at least now.

police or his wife badgering him about her having to answer stupid questions would be so much FUN, even if I'm not there to see it in person.
