Census- what's required?

Now's a good time to solve these questions concerning the census.
If you know for a fact and can provide proof of your answers in U.S. law, let us all know.

1. Are we required to answer the census questions?

2. What is the only information we are required to provide?

The census is only for 'residents'.

If you are a man or woman domiciled in your state then you are not a resident and may not participate in the census.

Re-bumping old thread

Census came by yesterday, and said they are coming again today, could be any minute. What questions am I required to answer by law?

Unless there is a court order, you don't have to answer anything.

you are correct in a way. The only question that is required by our Constitution to answer is the number of people in each household period.

Why do they need your name?

Just put "Smith" in the name field.. John Smith, John Q. Public, Iam Free, or whatever else. What are they gonna do to you? You don't sign it.

They only need to count people. I only replied because it's in the constitution.

what's required

as a current census enumerator (taker), we are required to get as much info as possible. names, ages, dates of birth, etc., etc.
remember, we are just doing a job. don't be a dick! be considerate. i don't need your shit. i get enough at home.

the govt. knows more about you than you think so forget hiding. just stay under the radar.

a person can state that they don't know some of the answers. such as two unrelated people living in the same house but one dose not know the others D.O.B. when this happens we are instructed to notate "does not know" and continue with questions.

we are instructed to get as much as possible from the household member. if we get minimal info the forms are kicked back to us and we must return for more info. so expect us to visit you for 3 personal visits and possibly a phone call. if that is not possible we are then permitted to gather info from a proxy (neighbor, mailman, etc.) but only after trying 3 times at the house listed on the form.

as for refusals, we are instructed to escalate all unobtainable addresses to our direct supervisor. if they are unable to obtain info it gets escalated to the district mgr. then to the regional mgr.
title 13 code states fines for refusal are $100, (2010 census FAQs say up to $5000) but no one should fear refusal as the govt. will use this as a last resort.

if you are concerned about privacy just fill out the form when you get it. use a fake name, and D.O.B. but be creative don't be stupid. fill it in and send it back. i've done this the last 2 census.

this keeps people like me from coming to your door. however it keeps people like me from making a living while unemployed. this economy sucks and any job helps. $350-650 a week isn't bad money right now.

i had two people today who refused. one was willing to give only initials for the names and the ages of the 2 people living there. he said the govt sold his info in 2000 and doesn't want that again.
the other guy said he knows the law and all he has to provide is how many people live there (2), then he told me i was trespassing. what an ass!
all of this was noted on the forms and will be submitted.
both of these will be rejected by my mgr. but it is now his turn to gather the info. good luck

Seems That A Census Taker Would Know

or they ought to know ... that Americans are only asked by the Constitution - how many living at address -
that is it ... why would anyone want to try to coherse other additional information ... they should just leave after they get the number - because that is all they are going to get. I guess getting a job as a census taker is a little like joining the army ... just a way to make an extra buck - rather - just doing it to get paid. I am not really sympathetic that you get treated bad by some or you've had a tough day ... that isn't going to change my response - or should I say lack of .... just move along and do your thing -

If you didn't jump a fence to get to the door, you're not trespassing until after you've been told the person won't be cooperating and you don't leave.

If you wanna' go to someone's house after they've made it clear they don't want to participate, then you may be accused of trespassing. That's what trespassing is, being on someone's property when you know they don't want you there.

if you think your being private by not answering, think again. it doesn't take much for govt. to find your address and mortgage company on the web. from there they get your name and social security number. the IRS knows who you and your family are, where you work, who you owe, where you bank, who pays you interest, what insurance you have, etc.

anyone can pay $79 to get an info provider to give them all this info in a second. if the govt. departments communicated with each other it would take a single key stroke to put it all together. try a google search of yourself and see how many companies will sell you your info.

if you want to hide, go underground if you want to, pay cash for everything, get paid in cash, don't use a bank or any credit cards, don't pay any taxes. you may escape for a while but you may always be looking over your shoulder.

and if that's how you want to proceed then don't ask me for any of my tax dollars to support a damn thing for you. you can shit in a latrine just don't expect me to pay for sewage service at your house. stay off the highways my ever higher tax dollars paid for.

If your supervisor is telling you to do the actions that I have specified are trespassing, then I'm telling you I consider you a trespasser whether you can defer responsibility for it in your own mind or not.

What the law says.... and the fact it has no teeth

This is what is quoted at the Census website:

NOTE: It leaves out what is included in subchapters I, II, IV, and V of chapter 5, and therefore what you have to answer.

However, max fine is $100, and the Census Bureau has no authority to actually force to to pay the fine and needs another departments assistance to do so. Therefore they have never fined anyone.

Well, I read through the entire Title 13.

Based on the information read it takes some forcing to require anything more than the number of people living in your house unless you're a criminal. Then they need to know your age, race, literacy, parentage, and other info.

I was a census worker in the 2000 census

and I have no proof of anything, just what they told me then. I don't know if it is the same this year, but I don't remember any new laws about it so I assume so.

Now, remember that these census workers are just that: workers doing a job, and their job is to fill out the census for each person. So, if you answer just your name and then number of people, and then refuse EACH other question, they write/punch in Refused. Then, the census is all filled in and their job is done. If they don't fill it out, their supervisor will send someone else, etc. and if they can't get you to do it, they will go to your neighbors and get as many of the questions filled in as they can. So, don't be afraid to stand there and answer "refuse" to all the questions.

I have also worked the census before.
You can refuse to answer most of the questions. There were even people that refused to give their name and that was acceptable.
The main thing they need is the number of people in the home. If you refuse that one, you will probably have the census-taker's supervisor show up at your door. I think the other thing that is required is if you own or rent (if I remember correctly). Other than that, just tell them you refuse.
As far as #6, the head of household does not have to fill out the form. It can be anyone that lives there, as long as they are over 15.
Also, as hopfulfilled says, if they can't get the info from you, they are allowed to ask your neighbors.

If you want to submit to the gov then there is a law that requires you to answer the complete census with penalties of fines.

My attitude is that I will only answer how many people in my domicile only if they come knock on the door.

Search for prosecution of non answering and you will find that it is not done.
