That's strange!
The Federal Gov't seem to think that is just fine for their other agents to wear masks when they kick down your door, stomp your pets to death, and shoot your wife and children.
It's just "political" correctness
They don't want to offend Mexico. The masks do help with preventative measures, but it's the "image" of border agents wearing them that the DHS wants to avoid on the US side.

This is pure speculation because I do not know what to think about this.
Perhaps the DHS knows the scary scary flu virus is more scare than anything else.
Its hard to figure out because the central federal govt. is giving so many mixed signals. From the planet is in total peril to don't worry we have Tamiflu to save us.
