There shouldn't be any surprise that the WSJ would have common ground with Dr. Paul.
This is from "About Us: Our Philosophy" from the Wall Street Journal:

Now let's not screw this up. I mean we have to quit posting a bunch of undocumented information. I am a college professor who insists on well-researched analyses. We should not be publishing anything on this site that is not well researched and critically analyzed. We have a tremendous opportunity to get the truth out, if we do it right. If we don't, we just give people more ammunition to call us nut cases.
I am excited to see the site quoted, however.

I agree that Dr. Paul and his following are a much bigger phenomenon than the MSM will admit. Putin quoted RP didn't he? And suddenly everyone's buying gold and learning about the Federal Reserve.
We make bigger waves than we are aware of. I agree.

If you go to http://obama.wsj.com/topic/Paul_Volcker a bit more than 1/2 down the page, there is a section titled "Related Quotes" where you can view 25 different quotes from Volcker, including those from the DP. Maybe this is just something they do to make their content a bit more interesting.
Chances are that some intern was giving the task of collecting Volcker quotes along with sources and this is from them.
You know, the DP is quite a large site... and Ron Paul has many friends out there. Even friends who do not always voice their support of him, but they help in other ways behind the scenes such as getting sites like DP linked from major sources like the WSJ.

We all should be given gold medals. If it wasn't for us out here. Who would care about Arnold Palmer, Dan Moreno, Micheal Jordan, etc. They wouldn't be famous if there wasn't people to watch them.
