Is it true you only have to pay state taxes if you are a resident of that state?

I heard recently that you legally only have to pay state sales tax if you are a resident of that state. Is this true? I could be saving a lot of pennies right now!

I think it may vary from state to state
I know when I travel to Washington State I don't have to pay sales taxes on purchases I will be bringing back to Alaska. This does not include lodging, restaurants, and purchases for family in the State of Washington, just goods that are intended for use at home in Alaska.
I know there was some conflict several years back with Washington residents, who pay no state income tax, traveling across the border for big ticket items in Oregon where they have no state sales tax but an income tax. If i recall correctly they were even investigating people and sending them tax bills for purchases. That was years ago so my memory is a bit hazy.
