Please watch this video beginning at 3:15 and let me know how this differs from the current Cap 'n' trade ideas being pushed by the statists, and renounced by the free-marketeers today. The entire 5 part series is excellent, BTW. I highly encourage watching the interview in its entirety. I am just having a problem understanding the difference between what Walter Block endorses here and what Al Gore and associates have been promoting of late.

Yes, this is basically Cap & Trade, but he prefaces it by saying that this isn't the final goal, but a compromise as a starting point. Just as Ron Paul speaks of limiting immigration based on the current welfare state. Obviously he doesn't want to keep the welfare state, but there has to be a starting point based on where we are at the moment.

Isn't block really pushing for property rights? I think CAP & Trade is just arbitrary gov't caps.
