If the DP is shut down do we still have access to the conference phone call?

I was reading about the bill before the house concerning the control that Washington will have to control the internet. I was wondering if that happens and we cannot get on DP is the conference phone call going to still be available? If so would someone please post the info again? Thanks you all, I love all you dearly.
