Are the FBI and CIA constitutional?

I was just listening to the .mp3 of the yesterday's Freedom Watch. The guest from the ACLU (Mike German) said along the lines of that 'everyone wants the FBI to have the power to do it's job... but it shouldn't go beyond that jurisdiction.'
I thought Schiff or Napolitano would interrupt him and say that it should be abolished. But, nobody said anything. Probably too much of a "political hot potato"...

That got me thinking, are the FBI and CIA even authorized by the constitution?
I read the whole thing in a fair bit of detail about a month ago...I don't recall there being anything in it even close to justifying them.
