Let's say that I want to stand on a street corner and ring a bell, soliciting donations for Ron Paul's campaign. (Think Salvation Army.) I think it would be a good opportunity to get the word out, to hand out literature, and to raise $ for the campaign. My question is: Do I need to be concerned about campaign finance laws?

Dress like a founding father and just hand slim jims out, i'm talking tri corner hat and all. If you can get 3 of you that are musicly inclined, one could ring a bell with the other 2 playing the flute and drum... would be sweet : )
Just let them donate on their own after, much safer that way.
Please don't take this the wrong way
But I think the idea is fraught with problems. I like brainstorming, too, but before you do this consider:
First, they would have to be anonymous cash donations, so it would probably be better for an independent expenditure, as the campaign has to report donors.
Second, you don't want to "compete" with the Sally Army during the holidays. If you set something up that even closely resembles their operation with buckets and bell ringers you'll get sued and that would reflect poorly on the campaign.
Third, there are probably a million local laws that would violated because you're not a charity. You're sort of panhandling.
Fourth, as a consumer, I wouldn't contribute to some guy with a pail on a corner. I would have serious doubts that the money raised would ever be spent to get Ron Paul elected, so your energy would be better spent stuffing envelopes at HQ.
