I am a General contractor in Michigan and California.

I dont get permits anymore!!

When someone gets a permit, the sign away their rights.

Instead, hire a private building inspector to note the work being done, and hire an electrical contractor to perform the work, or do the work yourself.

I build entire houses without permits. The city always try to fine me, or tell me that I can not build without a permit. After a few letters they agree that:
"sure you can build it, but no one will buy it without an occupancy permit, and all of the inspections"
after I tell them I am hiring a private inspector, they have nothing else to say.

It is their duty to intimidate you into getting a permit.

WITH THAT SAID, a commercial building does fall under their jurisdiction...for the safety of the employees and the patrons, but still, I would try a private inspector.

ALSO, ALWAYS ask for the "bond number" and write it down, of any city employee, officer, etc. who you feel violates their oath as a servant of the public. For example, when you get pulled over, ask for their bonding number before any thing else. You may be able to place a claim on these people later.

that an ordinance would have to be enacted to allow the police to assume the duties of enforcement. Get a hold of a comprehensive copy of the zoning ordinances in your municipality. It should spell out the appropriate authority to enforce the law. As far as doing your own electrical work, unless you are very experienced I'd advise against any kind of commercial work. You are playing with transformers and not just the normal 110 volt stuff you have at home. 277 or 440 can really mess a lot of things up if not done properly.
