He who controls the water, controls private property-- and controls the people. Now, as I had suspected for a few years, a multitude of governments control most waters in some way. Control of all water, including farm ponds, ditches and prairie potholes is now eminent with US Senate Bill 787 called the Clean Water Restoration Act (CWRA) or its pending facsimiles.

where I live the Feds have controlled surface water for a long

time. I live in southern Colorado. Colorado lost their peoples' rights to water to better lawyers from California, Nevada Kansas and Arkansas. Each rain drop that hits my land belongs to Kansas (I'm east of the contentinal divide). The EPA has made it clear that the will prosecute me if I attempt to capture and use rain water. They have their eyes on my ground water as well. Hell, using grey water (water that drains from sinks, tubs, showers - not toilets) is illegal. My plan was to pipe grey water to the garden and send only black water to the septic system. The EPA is their enforcemnt arm. I fought the ground water water issues in the late 90's, using competent, but very expensive, water attorneys from Denver (and, yuk, Bolder). Bottom line was our chance of winning was very slim, and the result of willing would be to be able to declare that we beat them - no real change in my access to water.

Looks like I'll be heading into round 2 with them regarding surface water. The only allowabe damming of "natural" waterways is to prevent erosion and the silting of the federal (Corp of Engineers) water collecting facilities. I live in a rather arid forrested area, and fire is my biggest concern - the moisture content of the living trees is about that of kiln dried wood you buy at the lumber yard. I am planning a 2 acre holding pond in an aroroya (sp? basically a dry creek bed that flowed water prior to long wall coal mining, which drained the creek) . I plan to dam the aroya, with a spillway, so my community has an accessable source for water to fight fires. Seems like a reasonable and rational thing to do, rather than something I'll end up broke and in jail over. I'm actually amazed at how few EPR workers turn up missing! We are all well armed, and most of us have earth moving equipment (backhoes, dozers, etc).

first, confuse everyone that "United States" means the United States of America, which it doesnt.
"United States" means "federal zones"
then pass a "law" which is actually only a "statute" that applies to every "citizen of the United States"
then "citizens" say the "law" is unconstitutional....

when in reality, what has happened, is congress has legislated some law about "water" over the "federal zones" which is where their jurisdiction lies, making the law completely constitutional, but not applicable to sovereigns, or nationals of the states.

What you are talking about is true and is spiritual in natire. What you are referring to is biblical prophesy misapplied (erroneus prophesy)-- because the dark side knows it. What you are talking about is 2/3 reduction I think which is an eventality but in a different time span.

I can see a 20-30% pop reduction is the short term, however it won't effect those that are on the right team in my view.

Implemention will take 2 years and only then will be spotty for major enforcement actions in my view. Even then, pro-bono law orgs can fight it and take years to get it to the US Supremes (who will rule against it possibly)

I had all of those wonderful things too - pond, natural springs and streams - and long wall coal mining ruined it all. They do not have the right to destroy surface property, but they did, and believe me, there is no just compensation.

In City Council, I am being

In City Council, I am being asked to sign an agreement called (Name of area) Rivers Conservation and Storm Water Management Plan. It is a partnership whereas priority assistance is available to municipalities for joint planning and apply for grants from the state. It is an Intergovernmental Cooperation Agreement for Planning for storm water management and water conservation.

So here is the game. The state puts all these requirements on boroughs concerning water and will not give any grant money for you to comply unless you consolidate water systems and agree to stuff like "will adopt the plan and will use it to update municipal zoning, subdivision regulations and such other municipal codes and ordinances that are relevant."

I believe the state is claiming our water through these storm water laws and thus the ability to control our property.

I am going to have to research this further.

What I can't believe is how this is not at the top range of the

priority list! We need a priority list! I'm not for trying to curtail other's freedom of expression, rather, we need a segment for absolute priorities that mirror the C4L's priorities. Is this a good idea? I think so!

Vaccination activism, water bill, and food safety bills. (at the moment) The reason I say vaccines are the no 1 priority is that it their major weakness that women understand, is the most immediate, and is easy to explain. It is the most obvious lie-- as opposed to invisible lies such as air pollution scams.

I think a priority list is a good idea, say created by an online poll. I'm not sure what C4L's priorties might have to do with it. If our list turns out to mirror theirs, that's great, but I wouldn't count on it (or make that any criterion).

Which United States, Federal or Union 50 States(USof A)

When congress writes their laws, they have at their disposal a few different ways to use the term "United States".

1. United States meaning a member of the league of sovereign nations...eg: Germany, Brazil, India, United States.
2. United States meaning the 50 Union States, the United States of America
3. United States meaning the legal name of Washington D.C. and the enumerated Federal Territories, Guam, American Samoa, Puerto Rico, the Commonwealth of the Northern Mariana Islands, etc.

Congress will use the legal definition of the term United States in the statute without properly describing which usage they are using in that statute....the definition of the particular United States will be in another section well removed from the actual law written. So you have to research the various definition sections of that Title of the US code and then find out which United States they are referring to.

It gets even more confusing in the definition section when they describe DC as a State and the various Territories as a State, or States. One has to remember that Washington DC is not part of the 50 Union States and is a foreign country(State) to the 50 States of the Union, as are the Federal Territories(States). So the United States is a different country than the United States of America. Follow? It does make sense after you remember some basic government we were taught way back when.

So, when reading the Senate Bill 787 go into the text of the Bill and find the Title of the US Code where the legislation draws its authority from, in this case, it is Title 33 Section 1251 which is the Federal Water Pollution Control Act of 1972...they tell you in the bill itself.

Next, do a google search for 33 USC (open a new tab) and type in definitions in the search box for that title. You will come to a number of definition sections and go thru them until the term United States or State is defined for that Title. You may have to do some digging.

In this case the definitions section is 33 USC Sec 1362, here a State means DC, Guam, American Samoa, etc.

It does not mean the United States of America. When congress includes the 50 States , they will define the term as the 50 union States or the several States as mentioned in the Constitution.

So whenever you see a law passed that will subject one's property to the legislative jurisdiction of the United States, think federal United States first, then research the law in the proper US Code Title. Hope this helps.

That is like definitions of most key words in the laws; definitions for "water" or "wetland" or whatever will vary depending on the law and/or regulation. Since most laws reference other laws, you then have a lot of confusion as to the real meaning, The whole point of some lawsuits is to argure the defition of a particular word!

YET, you will see that for MANY sections of the United States Code, the definition of "State" will "include" only the District of Columbia and territories. this is done to trick you into thinking "include" means also, and that you should just presume all 50 states are also included. This is NOT the case! In law, "includes" means ONLY
