It restrains the government
It restrains the government only so long as the government chooses to be restrained. Let's be frank for a second: If the military actually chose to implement a soviet-style dictatorship in the US, they could do it within a day or two. There's nothing inherent about the constitution that actually restricts government power, and that's precisely why it is so readily abused.
It's sort of like expecting a mafioso to create a document that is supposed to set restrictions on what he can and cannot do and to actually expect him to follow it. We'd call it crazy, yet that's the system the world runs by. I think it should be obvious by now that the constitution doesn't do squat to protect our liberties. It really is just a piece of paper.
They already have implemented a dictatorship!
Obama is not a natural born Citizen as defined in Article II. He is not even legally qualified to be the President. Since the military knows this, they are already supporting his dictatorship by not removing him and trying him for treason. With Obama's creations of illegal czars, and his nationalization of private industries, and the massive endless, unaccountable flow of created debt/money, we appear to already be under a communist/socialist Obama dictatorship that does the bidding of the federal reserve and their banking masters and is supported by the Military and CIA, the FBI, and the Justice Department etc. We have a totally illegal illegitimate mob/gangster government. It is impossible to even contact your government officials any more because by default, the American People are now the enemy of those that hold the power of government. It is a terrible situation that we are now in. Things are going to get really bad.
Liberty is based on
the people giving or withdrawing consent as individuals. The hard part is getting every individual to respect the sovereign choice of another.
