So apparently the bill will allow companies that don't use their 'emissions' to sell credits to other companies. Where do these unused emissions come from? How are they determined to be unused? If I think I will use 10billion emissions and use 5, I can sell 9,999,999,995 emissions to other companies? I'm going to open a business for the sole purpose of overestimating my company's emissions and selling the leftover emissions! I'll get rich!

Think about human behavior before jumping to conclusions
By making it ever more expensive to pump poison into the air and water we will not get more and more micromanaged by the government. Instead what will happen is that companies, engineers, and scientists will solve the problems that prevent us from having clean 100% electric energy.
This is the whole point of these cap and trade type systems... making it gradually more likely that people will find solutions to these problems in order to make money.
It is really too bad that the free market people didnt solve the problem themselves by supporting people like T. Boone Pickens.

does not lead to technological innovation. Rewarding those that achieve leads to more people trying to innovate. And remember, the government is a virus. Once introduced into any system, it tries to ravage it. It limits choice through ever burdensom legistation, and rewards those that do it's bidding and those that finance its bidding by stealing the earnings of the people of the nation.

By the way, you don't have a choice in your carbon usage, you'll be told what you can emit and you'll be told you can emit less and less as time goes on.
