if he was born on an army base, embassy or any other American government owned soil, then yes, he is an American.
The canal at that point was owned by the US.
It's not a completely off the wall question
The Constitution requires a President to be not just a citizen, but a ":natural born citizen". I do think McCain qualifies as a "natural born citizen" because by statute, he became an American citizen at birth and didn't have to go through the "naturalization" process. Mitt Romney's father (born in Mexico) and Barry Goldwater (born in pre-statehood Arizona) were the only other candidates not born in the United States other than the early Presidents who qualified under the citizens at the time of ratification exception.
