House “Cap & Trade” Bill Final, Call Your Senator Now

According to a post on the Daily Paul website, C-SPAN was incorrect when it stated that House members had until July 2nd to change their vote on HR 2454, also known as the American Clean Energy and Security Act. A contributor to the site called Ron Paul’s office to confirm the deadline and was told the vote was final — once the House gavels the vote, it is final.

Energy needs to be dedicated to the version now working its way through the Senate. 100 Senators need to be contacted before July 4th and told in no uncertain terms that they must not vote for this bill.

Like you, I understand that in these hard times, it is important that we recognize the economic impact energy mandates may have on American consumers and that we pursue both reasonable and effective initiatives. H.R. 2454 provides a comprehensive strategy to help reduce America's dependency on foreign oil, significantly cut carbon emissions by 2050, bolster the development and implementation of renewable energy sources, and increase overall energy efficiency standards.

The measure will also bolster the economy by creating 95,000 jobs in the state of Florida alone, which is of critical importance at a time when so many jobs have been eliminated. H.R. 2454 contains a commitment of $50 million for the creation of a new National Hurricane Research Center in the Eighth Congressional District. I fought hard for this funding because damages from hurricanes in terms of human lives, infrastructure, and property, have grown in scope and cost, and it is critical that we continue to make progress in furthering our understanding of the science behind hurricanes. Doing so will ultimately help vulnerable communities in my district, in Florida, and elsewhere in the United States prepare for and reduce the impacts from hurricanes. On June 26th, the American Clean Energy and Security Act passed the House and was referred to the Senate for a vote. If the bill passes the Senate and is signed into law by the President, it will take effect in 2012.

Last week the House of Representatives considered the massive cap-and-trade bill, which I consider to be a national energy tax. Much like the stimulus bill earlier this year, the majority brought this final bill to the floor with little time for us to review the over 1,200 page bill. In fact we did not receive the final 300 pages until 3:00 a.m. the morning of the vote. I voted against this proposal which will result in job losses and higher energy costs for hard working families.

Climate change is a serious issue that demands a full and open debate with a broad range of legislative proposals. I support alternative energy tax credits for solar, wind and hydrogen projects. Investment in clean energy from these renewable sources is important for both our economy and our environment.

The Republican substitute that I supported and voted for would have incentivized development and investment into new clean alternatives. As a modern day “Manhattan Project” the plan would provide grants and cash rewards for innovation and set an aggressive goal of the U.S. reaching 100% energy independence within 20 years.

The cap-and-trade legislation is purported to curb the emission of greenhouse gases and reduce the energy footprint within our country. Unfortunately, the reality is this cap-and-trade plan would slow economic growth, penalize employers, reduce job opportunities and would ultimately increase taxes for every single American. According to some estimates the impact would be roughly $3,100 for every American household annually.
A cap-and-trade system would set a limit, or a cap, on carbon dioxide emissions from fossil fuel use. Essentially, the federal government would establish limits on carbon emissions. Companies that emit less carbon dioxide than permitted under the cap would be allowed to trade their carbon credits to other companies. The right to emit carbon would be auctioned off to the highest bidder, which equates to approximately a $2 trillion national energy tax.

One might ask “Who is paying for this new program?” Well, once the government mandates that businesses cap their emissions, and purchase credits if they go over their cap, then the costs of this program will inevitably be passed onto consumers in the form of higher prices. Peter Orszag, Director of the Obama Administration’s Office of Management and Budget stated that, “Those price increases are essential to the success of a cap and trade program.” So if you consume electricity, put gas in your car, heat or air condition your home or office, you will be paying for this program. Even President Obama admitted to the San Francisco Chronicle, "Under my plan of a cap-and-trade system, electricity rates would necessarily skyrocket." Additionally, everyday products we buy will increase in price due to higher manufacturing costs.

While it is laudable for Congress to address climate change, the cap-and-trade bill I opposed would dramatically raise energy costs on consumers and producers, further stalling our already ailing economy.

That is why many of the many of the largest pro-business groups such as the U.S. Chamber of Commerce, Florida Chamber of Commerce, Associated Builders and Contractors, National Federation of Independent Businesses, Americans for Tax Reform, National Association of Homebuilders, National Association of Manufacturers, the American Farm Bureau Federation all vehemently opposed this bill.

In our current uncertain economic climate, I believe this cap-and-trade bill is the wrong policy at the wrong time.

I am interested in cap-and-trade programs because they would let the market, not the government, dictate how to lower harmful emissions. I believe that we have the technology and ability to meet the challenge of climate change in a way that will provide new economic opportunities and make us more competitive internationally while protecting consumers from high energy prices and breaking our dependence on oil.

Global warming threatens Florida's fragile ecosystem and $60 billion tourism industry. Rising sea levels will encroach on Florida's pristine beaches and harm coastal wetlands and the Everglades. Increased carbon dioxide and water temperatures will damage sensitive coral reefs and endanger Florida's diverse marine species. A scientific study by the Intergovernmental Panel on Climate Change concluded with 90 percent certainty that global warming is caused by the accumulation of man-made greenhouse gasses.

On June 26, the House of Representatives passed H.R. 2454, the American Clean Energy and Security Act of 2009. The Senate is expected to consider legislation to address energy independence and climate change in the fall.

Corker would not have supported but that bill isn't the one coming to the senate. She said she wasn't sure when they'd see the cap & trade bill. She did say she'd pass on my regards.
