From what I've seen, the Library of Congress only updates Thomas (http://thomas.loc.gov) on Tuesdays - Fridays sometime around 8:00am when congress is in session. This isn't the case all the time. Very occasionally I've seen updates on the weekends or evenings. When you don't see updates for a week or more, it's a good bet that congress is in recess.
