Let me straighten this out for everybody. The song he was singing was a song called "They Don't Really Care About Us" which was on his 1995 album History. It is a politically driven song. It was made into a video too, directed by Spike Lee(who is very political)

There are some socialist messages in the song with a mention of FDR, but overall I don't think that was the reason why he picked FDR to mention in the song...he was given the kolaid about who was the best and worst presidents too.
