Offensive operations could involve attacking sites that are considered terrorist networks and infiltrating them for espionage or to destroy the organization and individuals involved, to destroying or disabling equipment that operates through communication networks.

In other words, the U.S. government just became the world's largest most dangerous hacker and they are going on the "preemptive" offense.
