ESCONDIDO — A proposal being studied by Escondido to store impounded vehicles instead of having them kept in private yards has towing companies upset and warning that the city would be financially motivated to begin seizing more autos.

"Two points were central to the city's decision to examine the possibility of doing its own impounds", Houchin said. "The first was revenue, and the other was ensuring that vehicles released from impound meet all requirements for proper registration."

Talk about a conflict of interest.They have frequent "driver's license checkpoints" also, so it makes this story even worse.
