No Representation Without Taxation!

Is this a legitimate opinion? 43% of Americans pay no income taxes. If the historical trend and Obama's rhetoric is any indicator that number will be greater then 50% in the not too distant future. This is a frightening concern. What happens when over half of the people don't pay taxes? There will always be an incentive for politicians to encourage spending if the majority of the populace doesn't have to foot any of the bill. Is it fair to say that those who don't pay taxes shouldn't have a vote for the very reason illustrated above? I guess the danger with this position is that if this was the case then couldn't the FED just get rid of taxes and use inflation to fund everything thereby bypassing the democratic process?

If we must have an income tax
(Which I am for getting rid of altogether)
But if we must have one, the brackets should be 3%, 8% and 10% and no one who works should pay zero or get money back over what they paid.
Creating a bunch of serfs who benefit from plundering others is not really a recipe for a quality system.

It's like having varying menu prices at McDonalds based-upon how much you make. A hamburger for me: $ .50. A hamburger for you: $8.00 (because you have more money). Same hamburger. Same value. Same worth.
Imagine the budget of the federal government divided equally among 306 million citizens. That'd wake people up!
++EDIT++
Based on the current $3.6T Federal budget, the tax bill (fed only) for a family of four should be: $47,056 per year.
