Child Protection Laws

There are recent child protection laws being considered which would place more stringent fines and penalties on "offenders" who employ children under the age of 16. What about the owners of all the family-owned businesses hoping to train their children in their livelihood? Would we, as parents, then be considered violators? What would become of their family-owned business if it was against the law to include their less-than-16-year-old children in their ongoings of their business?
