(CNN) – In a move that is generating even more 2016 presidential buzz, the chairman of Iowa’s Republican Party is leaving his position to work for Rand PAC, a group that supports Sen. Rand Paul of Kentucky.
A.J. Spiker, who’s been chairman since February 2012, sent a letter to Iowa GOP committee members Friday, saying that he was stepping down and that elections for a new chairman would take place on March 29, according to a statement released Saturday by the state party.
Sen. Ted Cruz (R-Tex.), a tea party favorite, will speak at a homeschooling rally in Iowa next month, signaling his continued interest in a possible 2016 presidential bid.

Iowa will be required to bind its delegates, for the first time, to the results of the GOP caucuses in the 2016 presidential race.
But Republicans here will have some say in how the delegates mirror the vote results, a party official said today. The off-year Iowa caucuses, when there’s no vote on presidential candidates, are tomorrow night at 7 p.m.
The Republican National Committee voted to bind delegates at its 2012 convention in Tampa, despite protests from Iowa.

COUNCIL BLUFFS — Iowa State Patrol Trooper Tim Sieleman spotted the pickup on the south side of the city.
The two men inside were not wearing seat belts, and the truck's Nebraska license plate didn't match the vehicle. Sieleman turned on his emergency lights to pull the truck over near 23rd Avenue and South Expressway, but the driver took off.
A few months ago, Sieleman might have been drawn into a lengthy and dangerous chase. But a new tool in his patrol car made that unnecessary.

DES MOINES, Iowa —While law enforcement officials continue to debate whether Iowa should allow gun permits for blind people, lawmakers say they doubt changes to the state law that allows it will pass.
The Des Moines Register reports Monday there is little chance changes will be adopted next year to the 2010 law that has granted blind people and more than 50 registered sex offenders permits to carry guns.
Proposed legislation requiring a shooting test to obtain a permit to carry a weapon in public didn't advance in the Legislature in 2011.
Here’s some news that has law enforcement officials and lawmakers scratching their heads:
Iowa is granting permits to acquire or carry guns in public to people who are legally or completely blind.
No one questions the legality of the permits. State law does not allow sheriffs to deny an Iowan the right to carry a weapon based on physical ability.
The quandary centers squarely on public safety. Advocates for the disabled and Iowa law enforcement officers disagree over whether it’s a good idea for visually disabled Iowans to have weapons.
