The sponsor of the bill is a real sweet guy. He was the sixth federal judge in US history to be impeached by the House, convicted in the Senate, and removed from the bench. The charges were corruption (taking bribes) and perjury. His co-conspirator was pardoned by Bill Clinton on his last day in office.
