The FEMA camps were set up by an Executive Order. It allows FEMA to pretty much take over the country and run things; the media, all transportation, the food supply, you name it.

HR 645 merely legitimizes the Executive Ordure.

My humble suggestion: get out of the U.S. while you still can. This is Nazi Germany, 1934.
