Here is what I was able to find.

Planetary Permaculture Directory - Possible groups you may be able to contact regarding permaculture in India. Among them is Dr. Venkat (Permaculture Association of India) who I believe was featured in Bill Mollison's Global Gardener video (Tropical Permaculture Part 3 & 4 in the main post). He worked with the Deccan Development Society to spread permaculture in the arid Andhra Pradesh region of India. The particular site featured in the video is north of Hyderabad. The PRI institute of Australia would probably still be the best place to contact first.

Probably the most important thing would be to talk to people who have actual hands on project experience and see what groups they have worked with in the past as well as the type of preparations that need to be made when planning for your move.
