My interpretation:
It looked more like Bill was asking the Judge a question about HIS OPINION and the Judge was instead referencing the Constitution. Clearly, Bill just wanted HIS OPINION about 9/11 and the differences of interpretation about the attacks, not what the Constitution says about terrorist attacks. The Judge already explained that from that perspective.
I think its been blown way out of proportion and put out of context. If the Judge, Mr. Constitution himself, found the statement to be ridiculous, he would have rebuked it and continued on with his Constitution stance.
