I think he wants to influence the 2010 elections and can do that better inside the tent. His running will be seen by certain factions as attacking the tent. That this is entirely their doing by trying to close the tent against him never seems to occur to them.
If you listen to his CPAC speech when he says 'we can win if we are a bit more tolerant to dissenting voices' I honestly thought he was speaking to the National Review crowd. I think he sees the current spending spikes as a true threat not only to liberty, but to the nation as a sovereign nation. I think he wants the Obama agenda curbed, at least. If so, he won't run and split factions before 2010.
I agree that if his main point were to be president, this article spells out what he should do. However, we all know that isn't his driving force, at all. The country is.
