Far indeed. But RP's point is that

China is pursuing world influence in the marketplace more than the battlefield (with some glaring exceptions of Tibet and a few other areas China considers historically part of the mainland.)
And they have learned some lessons in economics since Mao's horrible experiment. The government does encourage saving and certainly working and producing. It wants good worker ant mentality, to build the State stronger.
