Well they need RP people to sign up to be precinct people first so they can vote for Ron Paul in the caucus!

Then the RP people once they are precinct people can select other RP people to be delegates to the national convention! Thats just the way it works there, delegates are chosen by the party not by a vote of the people like in other states.

Remember every single state is a little different. I don't think any one state is identical to another! Thats a good thing! but it makes our jobs a bit harder!
