ALL US hosting companies are quite easy to contact, and upstream providers have a great reputation of complying with DMCA notices.

For this reason, the $105 fee isn't meant for every site, every webmaster, every domain, but for all agents and umbrella organizations which can act on the behalf of their (ignorant) customers.

The fact Righthaven NEVER EVER EVEN tried to contact people with DMCA makes this issue entirely irrelevant (they managed to bother finding if people registered, ha)
