Not commies. Well-connected corporations, including US corporations.

Foreign Trade Zones are areas into which certain favored Big Boys can import parts for assembly and so forth without paying import duties. The only thing wrong with Foreign Trade Zones is that the whole country is not one big Foreign Trade Zone. Even the Big Boys must pay the import duties if they sell the finished goods in the US.
